The Montgomery County Small Business Association is kicking off the New Year with our upcoming Educational and Networking Event being held at Silver Spring Civic Building on Thursday, February 21st starting at 6:00 p.m. If you have a small business and you are looking for opportunities to grow and network with other owners, you don’t want to miss this event!

Our guest speaker is Mr. Richard Melnick, who previously served as Associate County Attorney for Montgomery County for 30 years. He led the Office’s Procurement, Contract, and Commercial Law Section for 15 years. Attendees will learn about procurement, contracting and the negotiation process for small business.

At the Montgomery County Attorney’s Office, Mr. Melnick led the Office’s Procurement, Contract and Commercial Law Section for more than 15 years. As principle counsel to the Office of Procurement and Department of Technology Services (“DTS”), Mr. Melnick: drafted and interpreted the County’s Procurement Law; negotiated and wrote hundreds of complex contracts; provided legal advice on thousands of procurement and contract matters, and led the County’s legal efforts related to the obtaining, using, or maintaining goods, services, construction, information technology, and intellectual property. Furthermore, Mr. Melnick taught numerous award-winning courses in Procurement law, Contract Drafting, and Negotiation to County contract administrators.
